Do restaurant tips go to the workers?

The Independent has a story showing how management cheat workers out of their tips in Britain.

Does anyone know if the situation is similar here?

A little unconnected, but I was told that if someone skips out on their restaurant bill, the waiting person is liable for their bill?!? Can anyone confirm if this is true, seems to be a bit OTT?
If I could mass-sterilise the planet, I would. Seriously.

I try to leave cash for tips even when paying by credit/debit card. That way theres a sporting chance of the tip going to the staff. If it's included in a credit/debit card transaction, the chance of the establishment handing it over to staff is very slim.

If there is a service charge included there is NO need to leave a tip. Tipping is an appalling American practice that should be stamped out.

Always tip in cash. Effectively that's the only way that the waiting staff can trouser the cash without being hit for tax or greedy managers who want a cut. Remember you're tipping for good service by the waiting staff so it's only right that you do so in a way that gives them the best chance of being able to keep the money themselves. If the service is as you would expect tip the average (usually 10 - 12.5%). If it's less than expected tip less and if it's better tip more. But always, always tip in cash.

I only ever leave a cash tip and make sure I give it to the waiter who served me.

I used own a resturant. I made sure all the tips went to the staff, even the ones on credit cards. Its just pure greed to be taking their tips.

Plus I remember when I worked in hotels, the tips meant the world to me

Even a euro or two makes a big difference to someone like me, who works in a restaurant and doesn't have much to spare. Mandatory tipping is awful, I agree, but if your waiter is competent and friendly, then they deserve something.
