The money owed is to be deposited in to an escrow account.

In the meantime, Apple is appealing the European Union decision. Depending on the outcome of that legal challenge, either the money will be retained in the escrow account until all legal challenges are exhausted, or the money gets returned to Apple if their appeal is successful.

If the legal challenges fail, it will probably be the case that other jurisdictions will claim that part of the $15 billion is due payable to jurisdictions where the tax liability was generated originally.

Why does the money have to be lodged in that account? Is it some kind of earnest?

After Leo travelling all the way to California to beg for forgiveness for me, they must feel they have ravaged by a dead sheep.

EU court rejects U.S. intervention in Apple's Irish $15 billion tax case

BRUSSELS (Reuters) - Europe’s second-highest court has rejected a request from the U.S. government to intervene in Apple’s challenge against an EU order to pay back taxes of up to 13 billion euros ($15.3 billion) because it failed to prove a direct interest in the outcome of the case.
    AND INTERESTING .. IBEC ..

The court also rejected a bid by IBEC Company Limited by Guarantee, a representative body for national and multinational companies operating in Ireland, to intervene in support of Apple and Ireland.

It said IBEC had failed to show that its members’ interests would be affected by the result of the case.
