Based on Cowen's lack lustre performance it doesn't matter, the head boys in the Department of Finance will keep whoever it is in check.
There are numerous backside licking likely incumbents only to happy to warm Biffo's seat.

Cowen has blazed a trail of mediocrity through Health, Foreign Affairs and Finance and has been lauded by the print media as a great guy mostly for his ability to mimic others in the Dail bar!
