This would make them targets for separatist groups.

Realistically, most companies operate their distribution on an all island basis. This will hit prices in an unacceptable way. The costs are always passed on to the consumer

I suspect the north will be left out of the system. It is the way London deals with all difficulties like this

Too difficult to enforce as the border basically doesn't exist and London will quietly drop it as Seabhcan posted as a way out of any difficulty,
