For that level of spending-even greater than Sweden's and Germany's-Ireland should be an advanced welfare state,with excellent services in health care,public transport,public housing,schools etc.
The basic statistics can be found in the detailed CSO National Income and Expenditure accounts for 2009,showing total government spending including transfers (but excluding redemption of securities) at €75 billion. That is a ratio of 56% of Gross National Income at then current market prices of €133 billion. Figures for 2010 will be available in August,which should show a small change in the ratio.
The NIE figures above cover government spending more comprehensively than the government Exchequer budget and they are based largely on accrual accounting as opposed to the typical cash accounting of Finance's budget.
