    Imagine, the amount of jobs they would have created if they gave these individuals a 900k lump sum.

    It offsets the waste somewhat that another civil service agency, Forfas, actually wrote the report. Common sense may yet prevail in the public sector.

    It is unbelievable
    I have to admit to working for FAS in the past & i can understand the difficulty in measurement of achievement if its not directly related to employment.
    However with structured criteria and specific program developement it is of corse very do-able.
    The same problem arises with government managing of services. If you dont know what you are suposed to be doing, then you connot have a vision of what needs doing, therefor it wont be done

    And that's not counting the Clár slush fund that Ó Cuiv had to play around with as well - has he brought it with him to his new deckchair I wonder.
