    If I was a public servant, yes.

    Apart from anything else, if BM II had handled the matter fairly the 12% would have been obvious even to the slowest Indo hack so Lenihan wouldn't have been able to hit them again with the so called pension levy.

    Of course it's real. BM II was charged with setting the appropriate pay levels for PS workers with reference to pay for similar private sector jobs. It docked its awards because of the pension thus imposing a real cost on the worker but treating him/her disadvantageously compared to his/her private sector peer.

    All Public Servants pay PRSI, pre 1995 are under class B (Modified PRSI) and post 1995 are under class A (Full PRSI).

    The salary scales of post 1995 entrants are uplifted to 20/19ths of the salary scale applicable to civil servants in modified PRSI class to cover the additional cost.

    So you've extrapolated from the situation pertaining to a small minority of the public service and implied this applies to all.

    Please tell me which group of public service workers did not pay PRSI before 1995?

    The top brass in the HSE are on massive money with very little ability. PS have a huge ability to generate massive money & then sell their services to the private sector as they have the inside track. See some ex HSE top brass working in private co located hospital finance groups.
