If these top civil servants who got their pay cuts reversed went on a 'work to rule' what practical difference would it make to anybody?

In a normal functioning democracy many of these gombeens would face the sack when a new govt is elected. There is massive evidence right across the PS of utter management incompetence. You can't balme it all on FF ministers you know.
