    The Golden 600 - who are they?

    There are a lot of references the famous "600 senior public servants" who are now being treated very benevolently by the government.

    Has anybody tried to compile or published a definitive breakdown of who or where they are? (Links please)

    It's probably easy to deduce a headcount of the civil service portion but I would like to see where the numbers are distributed outside of that,
    i.e. those whose pay is linked to some of these higher CS grades. e.g. HSE, Aer Lingus, Central Bank etc. etc.

    The problem, though, is that not only were the pay cuts of about 12 per cent of salary reduced to 5 per cent for assistant secretaries but also for a tranche of linked public servants from 231 local government officials to 100 HSE employees, as well as those in senior Army and Garda ranks.

    What strikes me as odd, and maybe it is because I have not read the media reports properly, is that it would appear that the salaries of those affected is being increased by an actual 10% to arrive at the final deduction however the bonuses given were not all 10%. The following is a table of the bonuses given in 2005 and 2006. On a few occasions (very few I may add) no bonus was paid at all. Therefore those who received a lower bonus or none are highly benefiting from this decision if it proceeds.

    Bonus....................................2006.........................2005

    10%+ and less than 15%..............39.5%........................40.0 %
    5%+ and up to 10% ....................47.8%.......................52 .4%

    Most these 600 would have got rises over and above what all other public servants got through the buckley report, this is where the tds, ministers, taoiseach managed to get the massive salaries they are now on. Regardless of how well you think public servants did during the boom nobody did as well as these people, there are now positioning themselves to come out of this recession far better off in relative terms than all other civil servants.
    So you'll forgive me if i fell like vomiting everytime i have to listen to the hypocrite lenihan about "sharing the pain", he's your typical do as i say not as i do ff'er.

    If junior civil servants go on stike it will be because of the actions of these hypocrites,not because they are living in some financial dreamland.

    Nonpartyboy, I completely agree with you, I am sick of all these feathering their own nests at the expense of others. I know the figure went from about 150 to approximately 650. In 2007, Bertie Ahern when speaking in the Dáil said the following......

    "On the matter of pay increases, I am not looking for any comparators as that is not the Government’s job. It is seven years since a report such as this was issued by the Review Body on Higher Remuneration in the Public Sector. Of the 2,000 people covered in this report, politicians and office holders account for 20 or 30. In money terms, it is a very small percentage of the total. The review body has conducted a pay review after a seven-year gap — the previous review was in the summer of 2000 — and I note the report states that we should return to a four-year period between reviews"

    Now is it that only 650 of those 2,000 participate in the Award Scheme or is the figure higher.

    It gets even better. Looks like these same people are up for a pay rise:-

    THE DEPARTMENT of Finance is to consider proposals for pay increases of up to 5.5 per cent for top-level managers in the health service.

    The Department of Health has told the Department of Finance that national directors and assistant national directors in the Health Service Executive did not receive increases recommended by the review body on top level pay in the public service in 2007.
    The staff concerned have benefited from the controversial decision by the Department of Finance just before Christmas to reduce the level of pay cuts announced in the budget.

    Brian Lenihan thinks the debate on the u turn is Begrudgery !

    MINISTER FOR Finance Brian Lenihan has described much of the debate about his controversial U-turn on pay cuts for higher level civil servants as showing a “great deal of populism and begrudgery”.

    Mr Lenihan said he was “extraordinarily conscious of the need for fairness in the sacrifices we have all had to make in dealing with this most acute financial and economic crisis. Over the last 18 months, the Government has had to make very difficult decisions. In doing so, we have done all we can to protect the lower paid and those on social welfare.”

    Those who earned most had paid most, he insisted.
    Brian thinks the highest paid are contributing the most. Maybe he needs a little maths lesson. Maybe he could go to the local dole office and explain that to the recently unemployed. I'm quite sure they would understand his position on this.

    There is a possibility that the senior civil servants know something about FF govt as they try to appease them in the way of a Christmas present!

    Govt u-turn stinks!!. They are not leading a good example from top down re CUTS. It can be seen as one rule for the top and the other rule for the bottom.
