Is their a webcam in DCC chambers? I have been watching it recently in Fingal CC chambers in relation to the Donabate LAP.

It is a great way of seeing and hearing how the whole thing works. I found it extremely interesting and I might add the councellors cames accross by and large as hard-working, intelligent, tuned-in individuals.

The former Manager John Teirney is the new DCC manager and he may instigate the use of the webcam.

I dont know what it was like before webcam so I cannot say wether webacm changed behaviour but overall I was impressed with councillors performance.

One thing extra; Local Government legislation and rules are extremely complex and most councelors will not fully understand them unless they have specifically studied them.

I suggested a webcam prior to the locals in '04, or at least delayed recording and broadcasting of the audio. That would be termed podcasting now I guess. Hell, we can't even depend on the dublincity.ie site for minutes of the recent meetings half the time.

I think a few others suggested similiar ideas.

I also suggested a newsletter from the council to people which appears to be up and running though delivery has been patchy.
Dan Sullivan. I was back but we still couldn't all have a vote.

I for one have my doubts about how often if indeed it happens at all.
One of the guys where I works Grandfather lives up at the cottages near Croker and there is always people p-ing against walls, in gardens etc - its everyone doing it and it also happens at gigs as well (and it will happen during soccer matches too). Blue shirted dubs P as freely as all the rest!

The Protocol Committee approved broadcasting in principle months ago but nothing has happened yet.

Yes its excellent, isnt it? Im usually under just after roll call. I'll be wide awake and buzzing at A but by M I'm a gonner.

To be honest, I only really watched it because of my interest in the Donabate Local Area Plan which is where I live and have campaigned to have it amended.
As an ignorant voter I would have no idea how Council works. How motions are formed. Why they are deemed out of order. Whats an Omnibus Motion. How to get motions passed(without using brown envelopes ).

There is afine art to this process and my estimation of councilors has risen quite a lot.
John Teirney is very strict about interpretation of the law and the rules.
You'll have your hands full with him  .
But my estimation of the Council staff has risen also. The Chief Planner in Fingal, David O'Connor really impressed me.
The webcam can instil/restore the publics confidence in the ability of the Council to deliver.
Government coalitions do not apply at council level so anything can happen.

Yes Aoife the powers are far too limited but as a Councillor representative on the Dublin Docklands Council I was in the position to propose a mandatory 20% Social/affordable housing provision in order for developers to comply with the MasterPlan and get the various breaks - that has/will result in over 2500 homs in that area over the course of the plan available to locals. Given that this year the National Government will provide less than 500 home sin Dublin I think that is a fairly major achievement - though I accept not enough.
