The "Neihbourhoods" are effectively the area committees of the council (consisting of 2 LEAS)
I got county LEAs by going in to CSO in Phoenix Pk.
Depending on what you're looking for a google search can throw up maps in various socio economic studies
The CSO should have maps of DEDs but you will have to have a list of what DEDs are in the LEAs. Google search for the LEA name and S.I. (Statutory instrument) as that is how they are set out. Some DEDs are split to make it more difficult.

District Electoral Division - The smallest local administrative unit, usually the building blocks for an LEA, although sometimes they are divided. Have a look at the census site to get a feel for them in your local area
