    I have just checked elections.org and Higgins ran as an SP candidate in 1996. Dunne if elected, may well become an SP Councillor.

    Electionsireland.org shows candidates party affiliation, despite the fact that sometimes, candidates' parties aren't shown on the ballot paper because they aren't registered parties. Higgins would have stood as independent in both elections, because the SP wasn't a registered Dail party. It couldn't become registered until Higgins was elected.

    I live in Dublin West. I'm fairly sure that electionsireland.org is wrong on this one and that Higgins stood as an independent in 1996 and as an SP candidate in 1997. Whether or not Higgins was on the candidate list as an SP candidate or not I'm fairly sure that there were posters for "the independent" Higgins in 1996 and for Higgins the SP candidate in 1997.
