According to Western People death notice Denis Gallagher (ex FF TD) had a son Terence and a daughter Margaret.
So it may be the brother and sister that own the car hire business.

Nail on head, if true, and it looks like it, this is a major, major scandal.

That will require a lot of FOI requests. They should start with depts of justice and foreign affairs.

There ae pictures here of the Gallaghers, given the names of the individuals involved its the family of Denis Gallagher. (there may well be two Gallagher families as some Gallaghers have (Denis) beside them.)
If anyone knows what Denis jnr looks(or looked) like or indeed anyone else in the family. Then this may further establish if it is the Terry Gallagher, son of ex FF TD) that is the limo man.

It's often been said that Fianna Fáil are in power not for public service but to enrich themselves and their supporters at the expense of the rest of us. This is beginning to look like a clear case of that.. i.e Gallagher Car Hire had a non-tendered sweetheart deal going on with FF who paid well over the norm for services rendered..it's all public money anyway.. so who cares.

I know the place is a mess with JOD threads but I think its worth starting a Fresh thread with the possible Fianna Fail Links to the Limo man. To date its the only non 'outraged at his expenditure' prospect of getting JOD.
