    More Mismanagement to cost taxpayer? waste?

    Army helicopters not licensed for troops

    Two helicopters leased for use by the Irish mission in Chad are not licensed to carry troops.

    The helicopters were leased in June 2008, for two years, at a cost of over of €3m.
    Minister for Defence Willie O'Dea told the Dáil that some months later, in September 2008, it emerged that they were not certified to carry personnel.

    He said that since then they have been used to transport cargo and supplies.

    The Minister said he had issued a directive banning their use as personnel carriers.

    Willie obviously doesn't believe in reading the small print. He is a sure bet to be the next Minister for Finance.

    You don't think Willie signed the lease himself do you? We should be asking if the official who did will be getting his/her usual bonus.

    Willie didn't sign the lease, but with a few million at stake he could at least have thrown a glance over it!
    He is supposed to the boss you know!

    He is supposed to the boss you know!
    The official in question is supposed to do more than "throw a glance over it".

    The minister is there to make policy, officials implement it.

    Not true, the Government makes the policy, the Minister is in charge of their Department. The role is generally left to the Sec Gen however, one of the problems of the system.

    Whatever way you put it, the minister is not there to study the fine print on equipment leased by his department. He has a right to expect that the official directed to perform such a task is competent.

    The minister Decides a policy, the Civil servent makes it workable, the Minister signs his name to it, the Civil service begin implementing it.

    Really, we could introduce policy by online poll and do away with politicians - The civil service runs the country anyway.
