Taking the corruption-free model, every step away from it means another job given to an incompetent, or at least someone who is less than the best fit; it is another person wasting their talents in a job that doesn't use them to the best.
Corruption doesn't oil the wheels, it jams the system with dolts in the wrong job, and bad projects whose promoters had more pull than the people with good ideas.

The problem i see it is, that if you come down too hard on corruption, how are you going to get planning permission for that house, or how are you going to sell those goods to teh country. you see what i mean. it gets around the big boys.
