    our civil service, does it run the country or what?

    hi everyone im new to this, lately i've been getting into politics, im a student, and i was wondering what is the story with our government?
    who answers to who around here?
    who has the power?
    it seems like the civil service pulls the strings ?
    have i got it all wrong?
    like what happened with the whole aerlingus/shannon thing and the whole hospital problems!! who is responsible? sorry i've so many questions but can anyone clarify these for me ?

    Various people have various levels of power.

    The government isn't all powerful over the civil service, but likewise, they are not powerless either. The larger the size of the change they want to implement and the more negative the effect it will have on current civil servants, the larger the resistance. Ofc, if they want to raise all civil servants' salaries by 50%, it would go through no problem .

    Ultimately, the minister and thus the Taoiseach is responsible for everything. However, that doesn't necessarily mean that they can make sweeping changes.

    Yes it does mean they can make changes. Minister's are the only ones who can bring through legilsation. Ministers are responsible ultimately for making policy and the civil service for carrying it out.

    The civil service are paid to run the country, but in reality, they've delegated all decision making to consultants and delegated all work done to contractors using immigrants at slave wages!

    The country is run according to the following hierarchy:

    The Media
    The Civil Service
    The Taoiseach
    The Cabinet
    The Oireachtas

    Its is supposed to be run according to the following hierarchy

    The Oireachtas
    The Cabinet
    The Civil Service

    The reason is isn't run the way it is supposed to be is due to:

    The people
    The only way to change the world is to win elections.

    I think you will find 'The Construction Business' will be in there beside 'The Taoiseach' and the Civil Service is lower down the list.

    Well the way it is

    Basically the executive the elected Government are supposed to be


    in charge according to the law.


    However the average Irish Minsiter is scared s**tless of the Senior
    Civil Servants.

    Senior Civil Servants tent to think of themselves as morally superiour to everybody else and feel born more reliable to run the country than everyone else.

    They tend to have gone to the same schools go to the same golf clubs
    and many of their family spouses etc have connections in the legal proffession. Important lobyists may try to keep in with politicians but

    they know that the pemanent unelected are those on who they relay.
    Do you want to defy pigeon holes and at the

    same time avoid designer synicism Laugh with

    rage!
