    Extended Cabinet-More Super Juniors?

Should the cabinet be extended to 20 ministers?

You can have the usual 15 ministers, who sit around the table voting, with five super junior ministers attending meetings, though not voting.

These portfolios could be as follows:

    (1) Minister for European Affairs (attached to Foreign Affairs)

    (2) Minister for Public Works (attached to Department of Finance)

    (3) Minister for Children and the Elderly (attached to the Department of Health)

    (4) Minister for Rural Affairs (attached to Gaeltacht, Community and Rural Affairs)

    (5) Minister for Urban Development (attached to Department of Enviornment).

if they are non voting and juniors to seniors already at the cabinet whats the benefit ? if they have a proposal or plan they want to put forward surely they will need the backing of their senior minister first and foremost whom could if he/she agreed take to cabinet?
