Yes and not only that but they can be appointed cabinet ministers.

Yes. Only the Taoiseach, Tanaiste and Minister of Finance have to be members of the Dail. In fact you do not have to be a member of the Oireachtas to hold any post other than the 3 mentioned!
The constitution references ministers. Are junior ministers even mentioned in the Bunreacht??
Senate can supply two ministers max, but not the Taoiseach, Finance or..I think..F/Aff.

Asolutely, Senators can be ministers of syaye and full ministers. I remember that de Valera appointed a Senator to head a ministry but whom it was and to which monistry evades me at this time.

It's a pity we can't bring back McDowell as Justice Minister that way I would heartily welcome it though Harney would have to be leader.
