    Crisis - What Crisis? Resource Strapped Depts. Return Cash

    This mornings news is that Govt. Depts. have returnsd €3.5bn to the exchequer in the last 8 years, including the Departments of Health and Education. For more go to

    It seems strange that this happened at a time when the money needed to be spent. Does this indicate poor budgeting, or poor management and administration?

    If they stuck that money into the Overseas Aid fund we'd be able to hit 0.7% consistently for the next 10-15 years no problem.

    It is shocking.
    Its amazingly bad budgeting - they were over cautious about forcasting projects and wasted years of opportunity.

    I wonder how this stands with the stability and growth pact that the EU 'didnt understand' that we had to breach - looks like the government didnt understand what they were doing themselves.

    I perfer to be in this situation than in a situation that we were over budget every year. To get a budget dead on is hard, granted to get it this far off is also wrong. But at the end of the day better this way than the other.

    Youd prefer to be underspending on Health than over spending?
    Either way the incompetence is breathtaking - budgeting is difficult but it looks like this is the effort of someone who never planned and managed a budget before.
