I'm answering your question HN. If we had the necessary legislation I wouldn't need to do so. If the DofEd were already thoroughly reformed it is very likely that little or no legislation would be required.
There is a general election due soon. After that there will be a new Dáil.
As you know, there is currently little sympathy amongst voters for continuing with the status quo in education.
This last statement is not does not come from the land of "If only". It comes from 2010 Ireland.
