TWO Clare politicians have defended their role in benefitting from expenses allowances by distributing leaflets and employing a private PR company to handle press communications.
It was revealed yesterday that Minister of State, Tony Killeen spent €30,000 between 2007 and 2008 on a private PR consultant while defence minister, Willie O’Dea spent €46,000 paying Fianna Fáil activists to hand out leaflets for him in his constituency.
One of those to benefit from the payment – which is a legitimate Dáil allowance – was Clare County Councillor Cathal Crowe (FF), who earned €13,000 handing out leaflets to homes on Minister O’Dea’s behalf.
An article based on a Freedom of Information request in the Irish Daily Mail stated that Minister Killeen spent the money on the private PR firm, paying €30,000 for media duties, research and establishing a website.
The money is part of the ministers’ Dáil expense allowances and comes under the heading of secretarial services. TDs and ministers are restricted in how they can use other Dáil services, such as mail, to communicate with constituents.
As Minister of State, Tony Killeen has access to the department’s press department services but said he opted to spend the allowance in this way. He said the money was paid for “PR services and for designing and setting up a website as well as some research which I couldn’t do myself”.
Meanwhile, Minister O’Dea used €46,000 out of his allowance to pay party activists and associates to distribute leaflets on his behalf.
Cllr Crowe was the highest earner in the period specified, billing €13,000 for his services. The remaining €33,000 was paid to local party activists for similar services.
Cllr Crowe told The Clare People that he did not wish to comment except to say that it is an area where he had worked for the Fianna Fáil minister.
“I work very closely with Willie O’Dea on a local basis and I look after the area in terms of leaflets for him,” the councillor said.
