The most high profile murders in Britain in the last 10 years have been the Steven Lawrence murder in S. London, the Damilola Taylor murder in Peckham, again in S. London, the Victoria Climbié case in E. London and the drive by shootings of Charlene Ellis and Letisha Shakespeare in Birmingham.
In all cases the victims were black, in 3 of the 4 cases the perpetrators were also black or other ethnic minority, in 3 of the 4 cases there were expensive enquiries into how society was to blame and in the fourth there were allegations that if white people were the victims of gun crime that the police would be taking it more seriously.
The enquiry I'd like is into high level of serious crime among certain ethnic minorities with a view to doing something about it on a targeted basis. It might also come to conclusions about the responsibilities of certain sections of society. It might point fingers where blame actually lies rather than castigating taxpayers for not digging deeper than they already do to support non-contributors.
So if such an enquiry concluded that, say, black people were n times more likely than whites to be car thieves then it would be reasonable for police to stop black motorists n times more often than white drivers for spot checks.
Ditto for concealed weapons, drugs etc.

Obviously it'd be a huge sweeping statement for me to say that black societies tend to have more crime, without first having seen a series of scientific studies concluding that. However, for the sake of debate, I will say that if such studies were conducted, I'd guess that the world's predominately black states, and the black sections of other states, probably do have higher crime rates than the average crime rate.
