An Bord Pleanála says Corrib pipeline poses unacceptable risk

An Bord Pleanála says the documentation provided by Shell does not present a complete, transparent and adequate demonstration that the pipeline does not provide an unacceptable risk to the public.

It says part of the route - approximately 5.6km - is considered unacceptable because of its proximity to dwelling houses located within its hazard range should a pipeline failure occur.

The board has now written to Shell asking it to consider a series of modification which is considers necessary.

Excellent. The planning system is working as it should and will not allow the construction of an unsafe pipeline. Hopefully Shell can put this right and the scheme will go ahead on safer grounds. Either way, I will accept the law of the land. Will some of those looper protestors?

The headline "An Bord Pleanála says Corrib pipeline poses unacceptable risk"

The report "An Bord Pleanála says the documentation provided by Shell does not present a complete, transparent and adequate demonstration that the pipeline does not provide an unacceptable risk to the public."

Not exactly the same thing. Whoever started this thread should revise the headline!

Hopefully any nesscary corrections will be done and we can proceed with this legal piece of infrastructure.

As Edwin said previously I hope the so called "protesters" can accept this legal decision.

Looks like the pipeline is gonna be built lads (even if it is with a few modifications)

In fairness, the article does say "It says part of the route - approximately 5.6km - is considered unacceptable "

Which is pretty damning considering that's nearly 2/3s the onshore length. We'll see what Shell's response is, but they obviously have to make changes.

To note: The planning system seems to be working. Sitting in the middle of a road in a puddle screaming at JCBs does not.

The title of the thread seems to me to be accurate - I posted this elsewhere without seeing this thread:

An Bord Pleanála has issued a letter saying that up to half of the proposed nine kilometre onshore route for the Corrib gas pipeline is "unacceptable" on safety grounds, due to proximity to housing in Rossport and Glengad.

    Quote:
The board has suggested that Shell E&P Ireland and its Corrib gas partners explore another route, up the Sruwaddacon estuary, and has given the company three months to come back with detailed information on the route, design and safety of the high pressure pipe.

Part of Corrib pipeline 'unsafe' - The Irish Times - Tue, Nov 03, 2009

    Quote:
In a four page letter issued today, the board says that the current application "does not present a complete, transparent and adequate demonstration" that the high pressure pipeline "does not pose an unacceptable risk to the public".

It also says that the impact of construction on a designated rural area in Rossport would "seriously injure residential amenities" and the development potential of lands there. It notes that part of the pipeline route onshore was omitted from the application.

The letter, dated 2 November, is here

    The accompanying maps are here:

The Board's opinion has vindicated the campaign carried out by a very broad range of people using both the statutory planning channels and on site protest, against that the proposals presented by the applicants. The Board damningly points to very serious flaws in the proposal in terms of overall risk assessment method (and lack of it), impact on the village of Rossport, environmental impacts and traffic. Campaigners have pointed out to the appalling record of the petro chemical industry internationally in terms of environmental impacts and hazard and imo are proven right in their efforts to ensure that development is not permitted unless it meets safety standards and is in accordance with standards for sustainable planning and development.

The Board's four page letter is worth reading.

Thanks Cactus for the links. Reading the letter, most of those 14 requests will take quite a bit of time. Interesting to note the amount of emphasis being placed on societal damage.

On a cursory reading, it appears to me that Shell may seriously struggle in trying to comply with some of these requirements. I'll get back to it this evening.
