Report into social welfare fraud published

The Minister for Social & Family Affairs, Mary Hanafin, has welcomed an Oireachtas Committee report, which made a number of recommendations in order to minimise Social Welfare fraud.
Among its the recommendations is the mandatory inclusion of the father's name on a child's birth certificate in order to assist in the recovery of maintenance payments and the development of an integrated services card, containing biometric information.

Ms Hanafin also said next December's Budget could not leave the Social Welfare budget untouched, but the Government would try to make changes that would cause the least pain.

She said fraud was a very serious issue and that if money was going to the wrong people, she wanted to insure that they get it back and give it to those that are most in need.

Anyone else here welcome this especially the single mothers issue where they will be forced to put the fathers name on the birth certificate no more useless fathers dodging responsibility.

What happens when the mother is unable or unwilling to provide this information?

and the development of an integrated services card, containing biometric information.
That's the bit I don't like. So the government are now concerned about tax payer money being fraudulantly used. Will TDs be getting biometric expense cards I wonder.

Good point if it is made it law maybe a child may not receive a birth certificate if the mother don't name the child's father that way children's allowance can be stopped as well as all other benefits.

Then she better get a good memory as then can test them and allocate their fatherhood resposibilities.

Simple question for girls to ask "Can you afford the maintenance of a child ? If not then little dickie stays in his own garage".

They need the biometric info. I would imagine that welfare staff have difficulty in ensuring that the person in a photo is actually the person in front of them, esp if the person is of a different ethnic origin.

    Just came across this

At Walt Disney World biometric measurements are taken from the fingers of guests to ensure that the person's ticket is used by the same person from day to day

    So this is achievable.

The other thing we need to see is heavy sentences for fraud - this business of paying back a fiver a week or whatever wouldn't scare off a child.

I would also argue that any non-eu immigrants found guilty should be kicked out.
