    Is this just sleight of hand and creative accounting? Rumours begin to abound of cutbacks in other areas of school hours allocation for coming year. Have there been cutbacks? Is this just more smoke and mirrors by the govt.?

    All of the above unfortunately. Since the new school marm got into the job she's been imposing a load of strictures and conditions on previously approved new builds where there are chronically overcrowded schools. There has been no tangible increase in special needs teachers, and smaller schools are now fighting over how their time is allocated to them. It's hard to know why she's adopting this attitude. Maybe she hasn't got the right amount of clout to ensure her department is adequately resourced.?

    What percentage of those will come from the Special Needs Teachers who are being laid off this month?

    Until this year a SNAallocation meant 40 hours for the school. From this Sept only 32 hours allocation is being given. Special needs hours and resources are being cutback under this minister but then the disadvantaged were never high on her agenda
