Did your friends sit there and do nothing while the children in their care were crying in pain? I think they should be taken off the register of foster parents immediately.
In fact you should probably report them yourself.
(If you've a problem that the social work team don't listen to your concerns, there are clear complaints procedures in place. But you know that, don't you?)
