Brian Clowen should resign. He was the finance minister at the time. The buck stops with him.

Sacking paid executives might be a bit more tricky unless the various reports proved beyond doubt they were at fault. Danger people could sue and we would end up paying out more money and compensation for unfair dismissal.
But she could sack the board now as she or her predecessors appointed them and they remain in office owing to her patronage.
She won't because there are too many IBEC and ICTU people on here and they won't want to upset the chaps.

Um... dumb question time - is it actually legal not to accept a resignation?
Like I know someone can offer to resign, and is then either taken up or not on the offer of resignation - but if someone effectively says they are going, they can't be forced to stay?

Not really a legal question, if someone wants to leave a post you cannot really force them to stay. In some circumstances, dispute, crisis, major problem, etc a person may offer their resignation. However their superiors or a Board may refuse the offer and ask them to stay on. This is usually in circumstances where the person offering to resign may not have been at fault or where they are the best person to sort out the mess. It is also used to save face, a person may offer to resign if they think they are going to be sacked.

No chance of the inbreed herself resigning - there'll be a Q to accept hers. I didn't think it was possible for Fianna Fáil to produce worse gombeens than Martin Cullen and Michael Martin but then along came Coughlan.
As for how to resign - look at the example of Fingers Fingleton, he is going to retire, then surprise surprise the board he appointed and who are all supporters of FF ask him to stay on to oversee some donatons to FF ministers, or commericial issues as they are called, and he selflessly agrees but on condition that he gets a million euro contract and then he finally resigns for being fingers and doing nothing to stop the state ie Fianna Fáil effectively taking a controlling state in the b/s but he keeps the million euro and what do you know the minister, one of those who the b/s gave money to, doesn't feel able to take back the million. What a coincidence.
