    Social Welfare Payments into Bank Account

    In the Uk this has dealt a hammer blow to many post offices while relieving people of the need to join a huge queue to collect something from the post office.

    Is this the way to go in Ireland and pay it into a recepients bank account for standard payments like pensions, child allowance etc with obvious controls to limit fraud or does this happen already ?

    Happens already. Most new claimants are apparantly prefering it to be deposited into bank accounts. Post Office managers reps were complaining about it recently. The Dept. have discovered as was reported last year that Nigerians allegedly here claiming SW were drawing it from their accounts from ATMs in Nigeria!

    Thanks as wasn't sure.

    Its a good way of eliminating asylum seekers who claim they can't go back then if proof they drawing out of country

    What about asking the banks to support a system where they can only draw from Irish ATMs ? (and probably cap them, so they can only store a maximum amount of money)

    Don't think we should anyway as its a way of finding bogus claimants.

    Of course a way of adding to the checks is ensuring persons leaving the juritistiction have their passports swiped as in other countries so we know who has left and who hasn't.

    Systems already there to do this but smacks of big brother.

    Is PRSI number or equivalent required to open bank account ?

    If the government mandated that they would only be willing to pay social welfare payments into accounts that met a number of conditions, I am sure that they could find a way though .

    For example

    - max EUR 200 withdrawal per day
    - max EUR 1000 in account
    - cannot transfer money to another account
    - ATM/LASER access only via Irish ATMs/Businesses

    The daily limit and the max limit would make it more difficult for people living outside the country to fly in and withdraw 6 months of payments.

    Ofc, you could post your ATM card to someone who was still living in Ireland to make the withdrawals for you.

    Easily tackled by writing a subsystem to force someone to go into a bank when they making a withdrawal and prove identity occasionally. Also having the bank report where for a certain group you had 10 withdrawals all one after each other on the same day.

    Many controls that can be added.

    whilst on paper the idea seems a good one it is having 3 bad affects;

    a. foreign 'scammers' are collecting their dole abroad where they are now working - in reality its like a ireland inc redundancy......and cheap flights mean that poles, latvians etc. are coming back to sign on....monthly...returning to weekly signing and post office payments would eradicate this...

    b. the 'too posh to que' brigade are now having the childrens allowance which is not needed paid into the bank....if it was in the post office they wouldnt bother (a lot of them)

    c. post offices are losing business.........

    seems a no-brainer solution to me.....

    then again our mart is the minister!

    How much evidence is there of this ?

    Not anecdotal but real evidence especially given that there is a requirement to have been resident here anyway before entitlement to welfare paymnents
