As a person who has lived amonst black people in every day life for 22 years I can tell you that this might be true but the basis of it needs to be understood so that it's not seen as a mocking matter.
WE have thousands of years of organised education system in our society. The Black nations generally don't.
That is what divides us, our ethos on learning is totally different to theirs.
We've knowsn that Education is power for centuries but they have stuck to old ways until 100 years ago or less.
One day they will catch up.
The above statement is a prime example of Watson going too far.
As far as I am aware he lost his job (etc.) and the journal (Nature, I think) which published the piece retracted and apologised.
This all happened a while ago - not sure why the issue has resurfaced now.
The pity of all this is that a genuine issue for science is at stake. If we take seriously the theory that different populations faced different survival challenges, leading to the evolution of different traits, then we should be able to conduct serious research into those traits across different racial groups without being branded "racist."
Some traits are easily indexed, for example "long neck" or "tallness" and may be compared with ease. Others are more challenging, for example "athleticism" or "perception" or "intelligence." To measure these more challenging traits it is necessary to decide on a suitable index which will always raise the issue of a particular test favouring one population over another. This is sometimes referred to as a test being "culturally loaded."
Despite the above complication it is true that Asians tend to do better than whites on standardised IQ tests, whilst blacks tend to do less well than whites or Asians. This should lead to some serious research - regrettably it has not.
Further serious research might teach us something new about evolution or help us to improve the cross-cultural application of IQ testing. These opportunities have been lost in the easy knee-jerk calls of "racism" and Watson's foolish comments about the workplace.

My twin sons were delivered by a black man way back in 1990.It was quite a tricky delivery,but he just took charge at the end - first guy was forceps.The second was a breach,but they were both fine.Four minutes between them,what a man!

My sons life was saved by a black doctor who rushed up from A And E to assist when the consultant on call couldn't be woken! We were lucky to avoid brain damage as my boy was blue when he arrived. I have never been so terrified and close to losing it and then relieved and grateful in the space of 30 seconds before or since..

This demonstrates very vividly that racism is not the sole preserve of the uneducated, for that reason I find it both sickening and very worrying.
The poverty that many black people find themselves is the main cause of their poorer results. They don't have a culture of learning which leads to lower education attainment. Culture is key here not genetics.
