Without prejudice to any right to free movement and residence the persons concerned may have
in their own right, the host Member State shall, in accordance with its national legislation, facilitate
entry and residence for the following persons:
(a) any other family members, irrespective of their nationality, not falling under the definition in
point 2 of Article 2 who, in the country from which they have come, are dependants or
members of the household of the Union citizen having the primary right of residence, or
where serious health grounds strictly require the personal care of the family member by the
Union citizen
Tell them to apply for an entry visa. Tell them to make it clear in her application that she shared a household with them in India.
For example,I've met Indian software developers in telecoms with all the relevant advanced programming languages working here. They might be worth €60,000 plus,but probably not initially on immigrating here given the need to settle in and learn Irish ways. I doubt that Iereland is producing enough graduates in this important field.
Given the relatively low take up of scientific subjects in Ireland,undoubtedly there are shortages in many other scientific specialties too. But the shortages don't justify paying them salaries in the top 10% of the pay pyramid,as demanded by the work permit requirements.

India needs all the skilled IT operators it can hold onto.
Its not in India's interests that after spending money educating these people they then depart for the West - most never to return.
Its known as 'the Brain Drain' and the biggest losers are people in the Third World (which most of India still is).
