He acceded to a decision to put him back into a parish where he had access to children. This much we do know from the Munich Archdiocese statement.
The diocese says the decision to place him in a parish was made by someone else and sent to him for approval. The suggestion is that he may or may not have looked at the decision personally, but that he (a) knew of the past of the priest in question and (b) he was at the very least informed of the decision.
It may be that the issue of reporting the priest to the authorities didn't come up, as it seems the Essen incident was subject to a police investigation (I may be wrong). The issue so far would seem to be the exposure of children to danger via the man's placement in a parish.
One also wonders of the parish in question was informed of the man's past
