Well not quite but over in France the government is going to try and get the idea of French citizenship be more deeply embeded in society:

French children are to be given a "citizen's handbook" to teach them to be better republicans, as part of national identity measures announced by the government today.

Schools will be ordered to fly the French flag and to have a copy of the 1789 Declaration of the Rights of Man and of the Citizen in every classroom.

I think we should do such like over here as well.

In relation to the Irish language, that's perfect, as long as you're willing to 'upgrade' English as well.
I'm pretty sure he's right - tho not sure if it is law or etiquette

Yes - do that with English! Make English optional, not Irish.

Bit of a difference, there, eh? Like equating holding your fork in your left hand and shooting someone.

    They're actually guidelines, not laws.

    In and over schools.

The Proclamation yes. The brave flag of the Republic, no.
I am deeply suspicious of all that officially enforced flag waving; contrary to our national character.
