    In answer to the title Q - probably neither...

    More likely to be just another meaningless EU gathering in a long line of EU gatherings, at the end of which there will be some sort of bullsh!t spouted at the various photo ops, bullsh!t the 'markets' will rightly treat with the contempt it deserves in no time.

    Barclay's is more interesting - Judging by the murmurs emerging about litigation for losses due to LIBOR fixing, this could be the can of worms that could bring the entire global banking system down...
