Four Palestinian youths have been killed in an Israeli air strike in the northern Gaza Strip, local medics say. Unconfirmed reports say they were playing football. The Israeli military said it was looking into the report. http://news.bbc.co.uk/2/hi/middle_east/7269154.stm

Israel does not target civilians indiscriminately. However, it does have a completely ambivilant attitude towards civilian deaths. Case in point being the asassination of some Hamas individual in 2003, when the IDF fired a rocket into his apartment. The blast also killed 16 of his neighbours. They would have known that innocent people would die, but they pressed ahead anyway. They do this regulary, with no respect for human rights.

They obviously have an unofficial policy to sow terror among the Palestinians by giving their horde army carte blanche to basically murder and terrorise at will on the ground in just about any circumstance. The truth of this can be found in that the only IDF members to ever face murder charges are those who have shot foreigners such as British people, and this is because of the pressure put on Israel by the victim's government. They do sometimes outright target civilians such as seen in the 06 Lebanon war.

The individual act of bombing children playing football - if this happens in that vacuum - then it is without doubt at best an act of terrorism and at worst an indiscriminate and uncaring act carried out with disregard for the victims. The Israelis act in a brutal manner to their neighbours but they have, since 1948, had to fight to stay where they are (regardless of what your views are on the creation of an Israeli state). The Palestinian and Arab neighbours often act not only with disregard for Israeli civilians but also for there own. The result is a general disregard for life and unfortunately the Palestinians are abandoned not only by their neighbours the Israelis but are also unwanted by their Arab "friends" and unfortunately misunderstood by the West and probably themselves. A sixty year war has created an environment that very few of us could ever hope to comprehend and hardened attitudes to a point where rational argument is rarely heard and if listened to frequently overturned.
