Are you suggesting that we invest in credits (excess to our needs) from the international market now and hope the price increases later? I hope not. | Its plausible that we could make some from the ones we've already bought as they wont all be needed in the Kyoto period. However we will most likely just hold onto them for the 2013-2020 period when its quite likely they will be more expensive in any event and will definitely be needed. There would be a cogent argument for buying more now for 2020 compliance, but thats not really the same as becoming international speculators in the credits. Leave that to private sector actors methinks. |
