The problem is, though, that there are people who are paid 'off-scale'. In UCD, the President and the Vice-Presidents (there are nine of them, as far as I know), maybe the Registrar too. They're also paid hefty bonuses, in spite of the fact that UCD has completely used up its once-significant resources. I should mention that they are foregoing their bonuses this year, due largely to the fact that they have no money.

those are senior lecturer salaries, though. Most of the staff/faculty at universities are below that level

Not familiar with UCD. By "off scale" do you mean that they get other payments from the university? Sort of top-ups? If so then yeah, I agree that's a problem for sure!

If these jobs are so great and so overpaid why don't you apply for one the next time a position comes up?

Thing I take from this is that people never think they are the rich guy.
"less than 2 million" springs to mind.

This is what makes a lot of the discussion about "fairness" so futile.
Nobody will say - well actually i'm well off.
Fintan o'toole is a notable exception and will admit to it.

Even a panelist on vb last night was quick to point out she had taken pay cuts ...

in BOTH her jobs
