This is the maddest proposal I've come across in a while. If prisoners reoffend or don't , it's unlikely the prison officers will have been an influence.

No, thats not it.

Prisons are meant to rehabilitate prisoners, not to simply keep them off the streets. If that was the case, well, it pretty much is the case, our prison system is crap.
